Dr. Kelly Maxwell is a Senior Scientist and Associate Director at the Frank Porter Graham Child Development Institute and Research Associate Professor in the School of Education at the University of North Carolina at Chapel Hill.

Dr. Maxwell’s research interests include early childhood policy issues, Quality Rating and Improvement Systems (QRIS), school readiness, and evaluation of early childhood initiatives. In North Carolina, Dr. Maxwell leads a team to support the Early Childhood Advisory Council and the Race to the Top-Early Learning Challenge.

She currently serves on the editorial team for the Society for Child Development’s Social Policy Report.
